Official signing of the Letter of Intent of the Intelligence College in Europe

The Intelligence College in Europe will meet on 26th February in Zagreb to sign its Letter of Intent, which completes its creation.

The Intelligence College in Europe will meet on 26th February in Zagreb to sign its Letter of Intent, which completes its creation.

This event will be followed by a public discussion on “intelligence cooperation” involving European intelligence community representatives and decision-makers. In the presence of PM Andrej Plenković, Prime Minister of the Republic of Croatia, 23 countries1 will sign the document, which sets out the aims of the College, its scope of action and its governance.

The idea of establishing the College was raised by French President Emmanuel Macron in a speech at the Sorbonne in September 2017, when he spoke about a stronger Europe and promoted the sovereignty of Europe. Macron then expressed, among other things, the need to establish a kind of European intelligence academy where EU intelligence communities would converge further through training, education and exchange.

This signing closes a year of intergovernmental work, which enabled to establish, among others, the three main missions of the College:

- Foster strategic dialogue between the intelligence communities in Europe by allowing executives from different services to get together and compare their experiences at a non-operational level during thematic workshops;

- Reach out to national and European decision-makers, but also citizens, in order to raise awareness about intelligence-related challenges and issues;

- Develop academic reflection through publications and the implementation of a dedicated academic programme contributing to building a common culture.

Austria, Belgium, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Hungary, Italy, Latvia, Lithuania, Malta, Netherlands, Norway, Portugal, Romania, Slovenia, Spain, Sweden and the United Kingdom The signing of this Letter of Intent demonstrates a collegial success of 23 European countries, which have worked together to develop and implement the Intelligence College in Europe.

After the signature event, Mr. Mikk Marran, Director, EFIS (Estonia); Amb. Graça Mira Gomes, Secretary general, Sistema de Informaçoes da Republica Portuguesa; Mr. Sebastian Reyn, deputy director of the Netherlands Defence Intelligence and Security Service (MIVD) ; Pref. Gennaro Vecchione, Dipartimento delle Informazioni per la Sicurezza (Italy) and Mr. José Casimiro Morgado, Director, Intelligence Center of the European Union, will debate about “intelligence cooperation under contemporary security paradigm”. This panel will be moderated by Prof. Cvrtila, Dean of Vern University. Some of the panelists will participate at a press conference.
